Rising to the Challenges of Public Security in the 21st Century
The Centre of Excellence on Public Security (CEPS) identifies new global challenges for public security in the 21st century, and provides innovative research, advocacy and policy analysis to promote pragmatic responses. It supports states to solve public security crises and pave the way for social and economic development.
The Centre aims to catalyse good practice in public security through working with governments. As a non-profit initiative focused on Public Security policy, offering a team of people with a high level of commitment to improving public security in the world, CEPS provides expertise in field research, in depth knowledge of public security, and Police Coordination mechanisms. It is committed to providing innovative consultancy and services to policy makers confronted with the challenge of today’s heterogeneous and fast moving public security environment.
The endeavours of the Centre are overseen by The Scientific Council on Public Security Policy.

ICOS has brought together a panel of leading public security consultants combining expertise from policy, academic and operational fields in Brazil and across the globe. Chaired by the law enforcement officer and former Secretary General of Interpol (the International Criminal Police Organisation), Mr. Raymond Kendall, the Council serves as an international task team to address public security challenges.
The Scientific Council draws on ICOS’s diverse portfolio covering insurgency and public security policy and unique research perspective that provides local, national and international understanding. It offers advice and analysis to public security agencies, governmental bodies and multilateral policymaking organisations.
